I worked in a clinic on the Hooghly river Calcutta, back in the early 90's and it there was a line which went into the city behind us which looks strikingly similar to the video clip.
It could be almost anywhere on the Indian sub-continent tbf.

Now you mention Thailand, there is a lot less litter than I remember in Calcutta.

Edit, my wife has just seen me watching the video and tells me she used to live alongside that section of track when she was teaching there a decade ago.
