I've read about this a couple of times and I just don't understand why Football League clubs have agreed to it. It seems that it will only favour Premier League teams. Does anyone have any other insight into it?

The other way to look at this is, a club can only play 11 players on the pitch at any one time, we don't have a system now where the top clubs are filling their squads with 30-40 players because they can't afford them and if they are building large squads they will always look for the most efficient way of doing s;o balancing cost against the quality of player they are buying.
We hear about how many foreign players there are in the top flight and it's effects on the national team. We also hear about the few half-decent English players who are so incredibly over-valued that the top clubs are reluctant to buy them and invariably look abroad. The problem is small clubs that produce good quality youngsters but are expecting an over-inflated renumeration for doing so.
Is a 14yr old kid really worth £1.5m? Where is the incentive for a top club to take him on and develop him into a quality player, who may end up one day representing his country, when instead they can look abroad and find someone better value?
