            They're mini-cabs.
 Transport for London licenses them these days, it now sticks its logo in their windscreen to show its a genuine mini-cab as opposed to some dodgy geezer. That's what I'm assuming, anyway.0

            The inspector is right in London now you can't just jump in your own knackered car and become a mini cab driver with a conviction list as long as your arm, you need to be registered, so it is a bit safer, they don't know where they are going of course...0
