Why not? Muir has the money to buy us on his own but he is a successful businessman for a reason. They are just spreading the risk around. One of those sharing the risk was rejected by the EFL because of links to another Club. So now they are looking for a replacement investor. I can't remember what it's called, but essentially there is a legal precedent that loan repayments cannot be refused if offered in full and in line with the original terms (or better) to unreasonably keep hold of a charge on the security, so would suggest there's no way for the three to block this if the loans are all separate and not linked, but without seeing the terms of the loan and the contracts you couldn't be 100% sure.

The funds were most likely in place when the EFL submission was made and Muir appeared with the scarf. When the EFL rejected 2 of the consortium members (the rumour goes) they became short of the required amount.
