Newcastle and Blackburn went from League contenders to Mid-table obscureity and relegation battlers respectivly.
Both have had their share of finacial and managerial instabilty. Certainly a decline but a fall maybe a tad harsh.0 -

Cambridge Utd were established in 2nd tier for a fair time during the 90's.
