    apparently contractors on behalf of the council.. as an ex council worker myself a prime example of out sourcing going wrong.. and we think we are badly run..

    Seen this before, for the record it is in fact outside a hospital in Belfast.
    The bollards were installed to prevent nurses and hospital workers from parking there.

    bang on sound as, i got sent it this morning from someone i know who still works there, i know our vans are green but the road signs look like the ones down in woolwich and greenwich, still funny though..
