OK. It is indeed North Carolina. If you are not familiar with cryptic crosswords, this is a useful introduction. This is an anagram, a common tactic in cryptic crosswords. Words like ‘confused’, ‘rearranged’ or in this case ‘barking’ are a clue that this is a crossword. Next there is always a key word in the clue that tells you what you are looking for. In this case the word is ‘state’. Finally the number of letters in the answer (13) must obviously match the remaining words ‘or Charlton in a’ which is an anagram of North Carolina. QED.5

Further to the above, I'm putting together a quiz for a friend's birthday, and was working on a "cryptic fishes" table round (since she swims a lot). The clues hopefully range from dead easy to not so easy. All the answers are types of fish. Interesed to know what anyone makes of them.
A fish was found among the Movers and shakers
Did The Carpenters originally sing about a fish
I found A fish in a Spiked drink
She wears this so we know she's married to a fish
On reflection lee looked like a fish
Another Cuba radar identified a fish
Ms Berry's rear end made a sound like a fish
The tsar dined and hid a fish
The man who came to service the piano could have been mistaken for a fish
Elkcits, the name of the fish!
