From what I can find the Wembley play off final attendances were:
1998 77739 (35000 CAFC)
2019 76155 (38000 CAFC)
2025 76193 (39400 CAFC)
but 2025 had empty blocks and as far as I remember 2019 didn’t. And there were far more Sunderland than Orient of course.

You could "sell" your ticket loads of times, having kept a copy and simply make sure you're first in at the turnstile if you want to attend.
If you're not attending the first buyer will get in and no one else.
No way would I buy a phone ticket unless I knew and trusted the seller.
