    I THINK it’s because of the interconfed playoffs and the fact each of those balls represent three regions in one ball.

    By that point, in Pot 4, Iraq / Bolivia / Suriname only had room to fit into France’s group.

    It means if they had put Uzbekistan in with France, you could’ve had Iraq and Uzbekistan together which is not allowed.
