Why did we use voucher 14 today?

I'm a bit confused as to why voucher 14 was used instead of 13? I know with Southampton 11 wasn't used but i'm confused?

    Female steward told me 13 was for Rochdale!!

    13 is for Carlisle as that would have been 13 had we not been in FA Cup

    11 is for Southampton, unless you got into the ground and ticket had been taken.
