As an aside, I recently saw that the independent parking adjudicator said 2 London Boroughs never contest any appeals, and was exasperated about the wasted time and bureaucracy.1 -

Letting Anderson go does create a better pathway for Fullah though. Carey becomes an option at 8 more (even if we don't like it) leaving Fullah a chance to jump up a space in the pecking order6 -
