As far as I'm aware, teams can wear the same colour shorts. In any case 2 colours (white and black) should be enough, though I'm sure Reebok would be able to provide some 'emergency' shorts just for the players if it were really needed.

I think they can't which is why on odd occasions we've mixed and matched. My point wasn't that you need 3 colours of shorts but that you don't end up mixing and matching whichever away kit you're wearing with the home kit but it's a very small distinction I'll admit

Old rules were you could have the same shorts etc but I think now they're more strict with kit clashes.
I know a few years ago FIFA decided all kits at the World Cup must be "light" or "dark" which is why we started wearing all white, France wore all blue and Argentina switched to white home shorts instead of black. Thankfully they saw sense and scrapped it

The women's team have worn black shorts as part of their home kit for the last few years, so at a guess the third kit shorts are likely to be black? Otherwise we'll end up with 4 colours, only 3 of which will be on sale to fans.
