    As I understand it, the BBC cannot put any Football League commentary on the internet (other than through the Premium TV set-up) because they do not own the internet rights, so the answer is probably yes.

    If you are outside the uk why not go through a UK based proxy server then this will allow you to access the net as if you are in the UK.
    Works for stuff like skyplayer etc, you have to usually pay a little to do it, but it depends how much you want the access.
