Yeah I forgot about the Championship games, although that was nearly 5 years ago and the previous games to those must of been early 90's.
I think the Met will have to do some emergency recruiting - West Ham v Spurs, Fulham v Chelsea, West Ham v Millwall and then Arsenal v Celtic all within 4 days of each other.

Swansea had Cardiff in last years cup and there was no more than 1000 Cardiff allowed in the ground.
The thing is the major trouble was outside the stadium so are clubs held accountable for that? If not then it's just for trouble inside and as was clear for all to see, it was West ham fans who tried to storm the away end in the corner just before they equalised, and only West Ham fans on the pitch, hence why they've got done for not controlling their own fans. I'd love to know if Millwall got charged by West ham for ripped out seats and a new toilet block which Millwall smashed up.
The Millwall supporters seem to think they've got away with it and can't believe they haven't been charged with anything. Especially after throwing chairs about and racially abusing Cole. I tend to agree.
What was wet shams punishment anyway, £50 suspended fine and called naughty boys would appear to be the norm for this type of incident, though this could be the tipping point that leads to admin for them if they are not careful.
I have a close friend who supports the Lions and he has a real blind spot about their reputation.

I think this sort of thing should have a range of set fines, and these fines should be based on a formula including the weekly wage of your highest earner. (HEWW = Highest Earner Weekly Wage)

Then we'd see how keen clubs were to pay high wages
