As a parent who uses this, I have to say it is a strange little bonus, but as it is not means tested I think it should be ended. We have to start paying back the debts soon. No benefits should be paid to all, even child benefits, it strikes me as a bit daft that I could earn £1m a year and still get child benefit. All benefits should be paid through the tax system where possible, to ensure they are targeted at those who are working but on low incomes. Those not working do not need child benefit as it is deducted from their benefits anyway so is a bit pointless. If all benefits were paid through raising tax thresholds there would be no need for separate child benefit agency, tax credits agency etc etc, it could all be dealt with by one department.
