Apparently not. I tried to log into wave from my gmail account and I was told that I can only join wave if I'm invited. There is an invitation request link on the homepage...

... but as far as I can tell the current version of wave is only a preview anyway.

As for what wave is, it seems to be some sort of super gmail, an open ended web based collaborative communication centre. You can already do most of the things on wave that you can do in google, wave is just bringing them together into one facebook like application.
