Account Pic wont upload

Have been trying to upload an account picture for weeks without success. The chosen pic is jpg and the image is 48 x 45 pixels...
Is there a secret, the upload just keeps rejecting it

    many people have been after an explanation of how to do this but nobody wants to tell us. I think its a secret.
