halogen heaters

Have a living room that was originally converted from a garage, so as you can imagine, it is not very well insulated, but is our favourite room in the house though short of having radiators on all day it is never warm enough in winter. Have heard halogen heaters are cheap to run, is this the case and are they any good? Any other suggestions?

I need one of these, my flat is fricking freezing of a winter. Rubbish windows! Walls stay cold forever. Anybody know where i could pick up one of these for cheap as mine is now broken ?
