    A british isles bid could be good. 6 groups as follows:

    Ireland - Dublin (Croke Park) & Limerick (Muster's ground holds 26.5k and both ends could easily be developed to make a 35-40k stadium) or a redeveloped NI ground
    Glasgow - Rangers + Celtic
    Cardiff (Millenium + Cardiff City)
    Manchester
    London (Wembley + Arsenal)
    West Midlands (Villa + a completed Wolves)
