henry, cafc and the afc wimbledon farce

so charlton have loaned walton to cardiff...and i assume he's had to reregister with the welsh fa...does that mean we have to re-register him with the english fa when he comes back or find ourselves being deducted points if we dont ?...and if he hasn't been given international clearance to play for cardiff, should they be deducted points as well ?
