Xtranormal is the software but it's very limited with the free version, you only get enough credits to make one short video with a max of 2 characters. the person who made that one obviously has paid for the program. Tried doing one of these myself about a year back but it was naff.

As for you wanting to do a weekly charlton one, I got the impression from that video above that it's going to be on-going, (but could be wrong).
