I've used Isohunt for years to download to Bit Torrent. It's superb. The new year period in the run up to the Oscars is great as all the 'screeners' of the latest films leek out. I've enjoyed Django, Wreck it Ralph, The Impossible and Zero Dark Thirty from my sofa in the last couple of weeks. I will add that my Dvd/BluRay collection is numbered at well over 1000 so I'm not concerned that I may be contributing to the 'death of cinema'!
So far, in the UK at least, authorities have only been interested in busting prolific torrenters. But do be aware, your digital footprint, as it were, is very easy to read. Occasional downloading is probably ok, just don't overdo it.
The main reason I've considered it is purely for access, but with Netflix and Sky Movies imroving the legal options, I rarely think about it these days.
Could you use these on the iphone? (over wireless network obviously)
iPhones and pads only play .mp4's so you'll more than likely need to convert anything you download. Streaming only applies to local networks or Netflix etc.
Interestingly telcos are starting to launch new and improved 'Deep Packet Inspection' technology which will let them see when people are using illegal P2P sites.
They won't stop you from using the sites but their aim is to charge you more for your subscription if you want to use P2P sites a lot.
Can anyone recommend a decent/free way of ripping DVDs to a PC and converting so that they can be watched on a phone/tablet?

Download a program called Handbrake, absolutely free and works a treat.
This, I use Handbrake for iphone/ipad conversion, works a treat, and has previews as well if you want whilst its converting.

Generally yes, not always though. If you come across one you can't rip look at getting a copy of AnyDVD HD and that'll decrypt it for you allowing Handbrake to rip it.
