Top 2 from each group and the best 3rd place team qualify automatically. The remaining 3rd place teams go into the playoffs. At the tournament there is 6 groups of 4 with the top 2 and the 4 best 3rd place teams entering the knockout round meaning only 8 are eliminated in the group stage.
Even a 1970s England team could make that knockout round.
