When Linked In started to take off around 2004/5, I worked for a Government Regulator who had links with one of the founders. HR recommended we join, so against my better judgement I did. Me and a mate used to have a good laugh at all the photos people were using; studio taken "power" shots, or studio pics with family and dog sort of stuff. I got my mate to take a photo of me, hands on hips, with my best "ooh scratch your eyes out" face. I;ve never bothered to change it and strangely it doesn't seem to deter prospective new employers...
Not sure about other countries but it's used extensively in Australia. I applied for my first 'Aussie' job from Blighty and since then every single move has been through LinkedIn. For all intents and purposes, it's an online CV.
I get stacks and stacks of absolute crap messages/cold calling etc via it - my company are heavy users of it and like us all to be on there, but sometimes it's a pain

It's one of the ones in my armoury as well, but thankfully we have an absolutely mega database that has the details of anyone and everyone in the sectors I predominantly work in (NfP, health, public).
LinkedIn Recruiter is immensely useful, even if I feel a little bit cowboy using it, given the reputation LI outreach has in some circles. Thankfully the search firm I work for carries enough brand recognition that my fears are allayed fairly swiftly most of the time.
But my word, you get some proper weapons on LI (case in point above with that Bellingham nonsense).
