I have got two jpeg photos of my boys, and one has eyes closed in one photo and the other has eyes closed in the other.

How easy to swap heads seemlessly between the photos?

Any easy to use programmes or websites that I can access on my work PC ?

Hard to say without seeing the photos, but from what you've said I'd imagine it may well be easier to swap eyes seamlessly than heads.
