Lobelia likes moist, rich soil. Giving it a good watering may be all that's required. What's the soil like? It might be worth digging it up and placing some good compost in the hole, and re-planting. An alternative would be potting it up in compost and placing the pot in a bucket of water for several hours. Then replant.
