Exactly. Why have the bookies introduced cash out & promote it so heavily.
It's obviously because they will be paying out far less, or they'd get rid of it, if they were losing.

Bet 365 are doing the £50 in play bet for Arsenal v Man utd game Sunday.
So to check, I put £50 on more than 0.5 goals before the game then do in play £50 bet at less than 0.5 goals in the game right? If there is a goal I win about £2 and if it is nil nil I win more?
Presumably this works for all over/under goal totals, and you can guarantee a higher minimum return by choosing say 1.5 goals, though at the expense of reducing the maximum return. So if the odds are under: 5/2 and over: 1/4 you can put your first bet on over which would guarantee a profit of £12.50, but if it's under you would win £75. I assume the free bet stake is not paid out.
