Should be done on a rotation basis with one of five grounds missing out once every 20 years - Lord's is the only ground that I think you couldn't take it from.
A shame for Trent Bridge though. Surprised one of Edgbaston, Headingley and OT didn't miss out in one year

Lords has been dropped for the 50 over game for Trent Bridge.
To be fair I don't blame him for giving up on test cricket, the way he was overlooked by the England set up this winter, in favour of Crane who they realised wasnt ready, was frankly ridiculous.
And April is a horrible month to be a spinner in England anyway
