That's exactly right. And if you look at the Adjudications on the website they are all about operational matchday complaints.
However we have learnt that he is increasingly frustrated with his narrow remit.
This is actually a serious piece of 'research' so i would really appreciate if as many of you as poss. would reply to the three questions below. Please answer them spontaneously, (i.e don't look it up before answering) although follow up comments below the answers are of course welcome.
1. Did you know that an Independent Football Ombudsman has been appointed, and started work?
2. Can you name this person?
3. If answer to 2 is "yes" have you ever tried to contact him/her?

1 no; Although I'm not surprised as there seems to be one for virtually everything -OFSTED, OFWAT, etc. Presumably this one is just OFF? Goes rather well with what we want RD to do... as in Foxtrot Oscar. 2 no; 3 n/a
