Cologne is great and you can get a train to Dusseldorf and Bonn in 30 minutes. Both those cities have xmas markets and you can also visit Beethoven's birthplace in Bonn as its smack in the middle of the town. Alternately, Wuppertal is a short train ride from Cologne, and it also has a wonderful scenic railway system that circumvents the town.
