Interesting story from the BBC website. Read the bit about the cost of policing the last derby game at Hillsborough, over £200,000. I suspect that was partly due to the previous tragedy at the ground.

It’s a tough one, is behaviour really much better on weekdays?
I'd imagine that Hillsborough now being an all seater would lessen the chance of anything like that happening again, unless of course they put up those temporary fences for crowd control which could be a huge hazard.
Safer to have more police there than to put up more barriers as a replacement for police
Frankly it would be mental for the bill to base their policing strategy on what they should have done in 1989 rather than what needs to be done to ensure safety in 2018.
