    I would say so, but I'm no expert.
    I'll give out a go and if it ends up in court I might ask you to attend. 
    The no return is a red herring here. if it says 2 hours parking with the restriction ending at 18.30, any time after 16.30 and you can park until the next day.

    the no return within 2 hours means you can’t park at 15.30 until 17.30, drive round the block and then park in the same spot, you would have to leave two clear hours from leaving before parking there again.
