Pens in front of Covered End for ‘safety reasons’?

Anyone know what went on there and why they weren’t allowed to take them in front of the Jimmy Seed?

    Streams were fine. 

    Pretty sure every Penalty shootout I've seen at the valley has been towards the CE

    Trouble in Jimmy Seed Stand between fans after our first goal. Police went in and backed up the stewards real early. Wanted to stop it flaring up again I guess.
