One answer would be because there is a cut off for players on nine yellow cards (to avoid a two game suspension), that'll be after 37-games - If of course a player then ends up with 15-bookings that season there is a further ban
Cant really fit three types of suspensions in if its 23-games to last on 4-yellows / another 23-games to last on 9-yellows
