I half agree, but responsibility lies squarely with the parents. I don't think it's helpful that there always has to be some faceless institution or 'authority' to blame.

I think you and @Lincsaddick actually agree re it being the fault of the parents.

It is not unusual for some kids to be ridiculously fussy about their food but this normally improves. Where it doesn't and the diet is ridiculous, we see the results.
I thought there was some genetic issue that meant he ended up like this because of his diet. I don't think it was inevitable given what he ate and I'm fairly sure there are other kids out there eating similarly crap diets of just chips, crisps and white bread who won't go blind unless they also have the same issue he had.

Having read what his diet consisted of, apart from the occasional slice of ham, he was a vegan.
I think there's a broader question here. Are you allowed to touch your meat if you're vegan?
