People in charge of budgets might reasonably be expected to be on top of their own money. If he won’t/can’t be bothered to pay his debts why should anyone?
I think he is more suggesting that a man who has the most power in the country and therefore the most opportunity to be bribed probably shouldn’t be in financial difficulties that may lead to being more open to accept such propositions.

Everyone is in charge of budgets whether their personal ones or an entire country's.
If you look up to Boris so much to the point that you want to live your life the way he does his then that is up to you. Crack on and not pay your debts.
