Because of Everton's FFP problems and the fact they've used their max loans, Paratici has been creative by making it effectively a free transfer, they are obligated to pay £10m once he hits 20 games (which as they are out of the cups), will be start of next season (so its effectively a loan but not!). Then Spurs will have add ons based on his future success. I doubt very much he'll be hitting them heights. But under Lampard, he may get a new lease of life.
