I missed this yesterday. Not sure if has been commented on here under another thread. These proposals seem quite radical to me. Could be good news for clubs like Charlton.

Feels though, that Premier League sides are getting more and more cheeky by demanding silly loan fees for their players each season, which is in turn encouraging stockpiling - Its a shame that UEFA's loan rules dont count for U23 players.
The addition of more financial money, just seems another cheap bribe
personally, id rather it went the other way and clubs stopped taking any prem players on loan, let em stockpile them then let them all get unhappy at their lack of development.
maybe stop the smaller clubs getting fucked up the arse for any decent talent that comes through the academy
Some directors, however, feel that the more physical demands of lower‑league football are not best suited to developing Premier League skills, particularly among players who have not fully developed physically. They believe this could change, perhaps if Championship sides were obliged to field a certain number of under-23 players in their first teams.
So they steal the best of our youth from our academy then "kindly" loan them back for us to fully develop them for the prem because we are "obliged" to play so many under 23s (yes hopefully one day we'll make it back to the Championship that's why I'm using "we")
