It’s all agreed between them and the Pl, let’s show that we’re happy to comply and you can give us warnings and suspended points deductions because we have proved we want to play ball, otherwise we’ll push the super league and everyone will follow our money.

A very popular misconception. It's not that they haven't done anything, it's simply the difference between 1 charge (that Everton/Forest admitted) versus 115 charges that City are denying. Very obviously the City case is going to take miles longer.
As a (probably poor) example, it's the difference between going to court for admitting a speeding charge and going to court to face a murder charge that you are pleading not guilty to. Do you think one case would take longer than the other there?
Had a chat with one of the directors today. Inbetween the transfer gossip (see the rumours thread) he said that Man City had been warned and had been doing it for ages and had kicked off 8 minutes late for the last game of the season.

the idea is surely that they can keep tabs on their earlier kicked off rivals and can try to adjust their tactics according to how other PL games are panning out
