There's lots of long exposures to smooth out any movement. But that's photography rather than manipulation.ShootersHillGuru said:

Then I'd guess that most of them have been through an HDR filter - which assumes that they are multiple exposures rather than single shots.
The colours all seem really vivid so there seems to be more than a bit of tinkering with the saturation and the vibrance. In fact I wonder if there's some colour painting going on in some of them.
Everything has a smooth effect which could be a lowering of the clarity, but I wonder if there's rather more re-touching here.
Some of the clouds have streaky effects which could be either long exposure zooms or pans (photography) or motion blurring (manipulation) - or maybe both.
Some seem to be composites of more than one image.
As Nug says, more a digital artist. Very good though, and ultimately does it matter which skills are used to get the desired image?
I like all of those images. Though it does seem wearing looking at lots of them one after the other.2 -

It sort of puts my photography efforts into some perspective. I spent 2.5 hours on the river down by Rotherhithe on Thursday night, shooting the Shard and Tower Bridge. I was reasonably pleased with my effort but as I dont have a ND filter or a polariser, I'm limited to what I could achieve. Even after playing around in Lightroom and Photoshop with the raw file, its a million miles away from amateur let alone pro lol.
