Road traffic accident - advice/thoughts please

I broke down on the Godstone roundabout a year ago. While I was waiting for the AA an Eastern European articulated lorry pulled up at the lights and I could smell the skunk coming from the cab immediately. We glanced at each other and he looked a bit sheepish and then pulled away towards the M25. I always regretted not taking his number and calling the police but I had other things on my mind at the time. God knows how many heavy goods drivers are driving whilst off their heads on something or other.
