Of course you can be racist to a white person, I don't know if you've ever been somewhere where white people are the minority but it happens quite a lot, white people do not have a monopoly on being racist shit bags, unfortunately, as an example 洋鬼子 is a racial term aimed at white people in order to be offensive.2 -
