Since Cody left only Cesaro has joined AEW. Somehow they've managed to use him even worse than WWE did. The tide has clearly changed, a few years ago it was the other way around.

I wonder what the reason is, are they; overly protective, covering their own asses, stricter health and wellness policies, insurance problems, or just freeze them out over time?

Partly that WWE, up until the pandemic, ran 20 odd shows a week. A full time schedule was literally that. If the people on your TV don't turn up to your house shows you are going to kill your house shows. AEW, WCW, TNA have never had that problem because they don't run house shows (at least not to the same extent).
It's also a culture thing because there are still, or where until very recently, a lot of people at WWE who were there when it was a live events company that had TV. AEW is a TV company that has live events.0 -

WWE don't give TV time, with a few exceptions, to people that won't work house shows for the reasons I said above.
It shows as well, I would bet quite a lot of money that Dominic, for example, has worked, in front of people, more than any one on the AEW roster this year amd even that's a fraction of what his dad would have done 20 years ago.
Edit: oh and if you check WWE are actively advertising some house shows in October as Roman Reigns Live.1 -
