Not sure on that. Think they’re more likely to be in charge of the scouts/analysts and then doing some scouting themselves. Think you want your financials slightly separate to a Head of Recruitment, someone who handles contract renegotiations too

Establish a comprehensive recruitment strategy aligned with the Club's overall vision, strategic plan and budgetary objectives.
Develop, maintain and evidence a positional succession plan, in alignment with the football department’s playing philosophy, to identify key areas for improvement within the First Team/U21squads.
Lead the scouting structure and workflow with regular meetings, ensuring effective coverage of domestic (including non-league) and international markets and identification of cost-effective, value-driven acquisitions.
Engage and collaborate fully with the Data & Recruitment Analysis teams to integrate data-driven insights into the recruitment process, ensuring informed decision-making.
Liaise closely with the Manager, Academy Manager, Head of Emerging Talent and Head of Academy Recruitment to build awareness of ongoing recruitment criteria throughout the performance pathway.
Start/lead negotiations with players and their representatives regarding transfers and contracts, working closely with the MD to ensure favourable terms for the club.
Provide regular updates in formalised meetings to the Manager and MD on overall recruitment progress, market trends, and potential targets.
Develop and maintain strong relationships with players, agents, other clubs, and key stakeholders within the football industry.

The way of the football world now, Lincs. Brighton, who most would agree have had a pretty good recruitment strategy over the past few years, use it extensively (traditional scouting as well).
This might be an odd question, but if our academy has enough identifiable talent for our needs already acquired in house as it were, would a head of recruitment have much work to do? Would they end up scouting in order to recruit into the academy?

Will never happen. No competitive team in the world has a team of academy players let alone a whole squad. Even then you would need to recruit for when players leave, pick up injuries, don't develop well. We also do have academy scouts, who will I'm sure recruit into a head of recruitment

Even the Man Utd Class of 92 side, possibly the best example of winning with kids as Alan Hansen told us, had only five or six youth products, the rest of the treble winning squad were recruited from other clubs.

Brighton owner Tony Bloom owns the databases that seem to 'know' everything about every football player on the planet. Hard to believe, the only other club (so far that I am aware of) to have access to the database is Grimsby Town. Jason Stockwood, one of the Grimsby major shareholders, founded and runs companies in the database sector. I believe he has a connection to Tony Bloom, hence the access to the player database Grimsby are doing pretty well this season and have signed some good players. Seems that in depth, data driven research leading to recruitment pays off

Proven track record, works well with Jones, has added bonus of being a former player as well as head scout for Powell's 2012 side.
