The 07/08 average attendance 23k was inflated on the back of the free premier league season ticket offer. Would have probably taken the average more in line to 20k the following season otherwise.

I mean, it does. Printing free tickets no one uses is essentially a lie. People boycotted the RD years and then didn't come back after he left because they had found other things to do. Kids of those boycotting will not now grow up as Charlton fans. I would say the data that doesn't lie is the season ticket data which Covered End shoes a 40% drop off.
Presumably it means they now have to fulfil both criteria to get the restrictions lifted instead of just one - so if they did somehow manage to pay players, they'd still be embargoed.

Non playing staff have been told that Junes salary payment is uncertain. I’m guessing that means very unlikely. HMRC are owed so unless Chansiri changes his tactics they are bang in trouble. Seems he wants £5 million up front to start negotiations for any sale. They don’t even have any pre season games arranged yet apparently.

Sad as it is I’ve been looking at Owlstalk and the consensus seems that the money owed in wages and to HMRC might be more than the £5 million he’s asking for and won’t get. There is also a theory that the Sky money has been already used as leverage to get finance. I’m not a fan of Sheffield Wednesday but it’s quite a tragic read.
