The attendance probably comes down to policy. When it was announced as capacity in the PL it was never the case that every ticket had been issued. For example the media gantry was counted and that has never been full. Club used to take the view that if something couldn’t be issued in these circumstances it was counted anyway. Whatever you think of that, it probably isn’t applied now.
I don’t take official attendances seriously because I know they are invariably well off, but cup games are more accurate than league (because comps are restricted) and that was probably as full last night as you are going to get. I doubt you’d want to count the gantry when you have to account for every ticket.
