Rules of the sport no, but if he KNOWINGLY lied to investigators and/or a court he would be. His answers are LEGAL answers, not moral ones. Here in the States, many high profile athletes have used the "I didn't knowingly take the [insert drug name]. I don't know it got there." which is a legal statement in which they could avoid perjury charges later if found out.
