I think he just means that if you were wanting to symbolise that something was written in French you might use a French flag. If its in Spanish then a Spanish flag. Sure other countries speak that language, but it seems a logical choice.
If you were trying to symbolise that something was in English then maybe you might use the English flag. However, the Union flag is more instantly recognisable, so I guess that's why they use it.
Symbolising English by using a USA flag seems wrong to me, but I guess it depends on the market you are looking at.0 -

I would imagine most Chinese would not even know what the St. George's Cross is, many would recognise the US flag faster than the UJ.

Can I just say (and I think all CL members will agree without any doubt) that the new government led by the charismatic and wise Xi Jinping who as the all seeing General Secretary of the Communist Party of China, the President of the People's Republic of China, and the Chairman of the Central Military Commission brings much needed sanity and leadership to an unstable world all too influenced by those decadent imperialist Americans and their running dogs of capitalism. Indeed I would like to nominate president Xi as an honoury life member of CL in recognition of the great achievements of his short but remarkable term in office.

In 2008 when China sent the tanks into Tibet and imposed a complete media blackout it was sites like the BBC that people turned to in China to find out what was going on in their own country but weren't being told about.
Some people around the world rely on the BBC and place it in considerably higher regard than we do, even to the extent that they prefer it to their own very heavily biased official national media and this means that in places like China the BBC gets banned.0 -
