Some on Twitter saying it was abandoned half an hour before it was officially announced to avoid spreading panic.
Decent attitude, within that half hour you would expect to be able to evacuate the most dangerous areas without any major qualms. Not to mention, having people leave calmly probably allows them to control the situation outside which could be more dangerous than inside.
So thats how to effectively get a game abandoned - not beach balls.

Trying to evacuate a stadium on sudden notice all at once provides many challenges, from crush and panic to the risk that if there is something nefarious being coordinated, it could play into their plot. I believe that was the intention with the terrorist attacks on the France-Germany game.
Credit to officials. It won't have been a popular decision, but it's the sensible and responsible one.
