Would prefer to think of Fulham who are in the same division as both City and Palace as they lost at home to the team that sits in 10th place in League 2.

Tier 3 beating Tier 1 isn't that unusual. Over two legs makes it harder but "biggest cup shock off all time" is a big claim.

For the record Wimbledon beating Liverpool in the FA Cup was NOT a cup shock. Wimbledon finished 7th in the top flight that year and had beated Liverpool at Plough Lane the year before in the league.
That would have been the biggest ever cup shock, seeing as QPR played West Bromwich Albion in the final.
